Bill is an expert in identifying and closing performance gaps in organizations, advancing leadership and management proficiency, and producing an organization that’s on mission, on point, and on track. Bill’s expertise includes working with organizations to save time and reduce costs using their existing staff and resources to reduce performance gaps. Bill is known for his energy and enthusiasm, his thorough approach, and his commitment to producing high value outcomes.

Bill is the founder of Accelerate Your Outcomes, serving as its Principle Consultant, and The Cooper Management Institute a Lean Six Sigma online training platform for his clients. He is responsible for providing training, consultations, and coaching to organizations and executives. Bill’s work history includes various senior leadership positions such as Chief of Police, Senior Manager in two Fortune 200 corporations, and President of GroWashington, a small business development center. He also serves on the Leadership Council of the National Small Business Association and is a university professor.

Bill is the author of multiple leadership and management books regarding his successful management models that have been applied in both the public and private sectors. Bill consults and speaks extensively on topics including management and leadership, emergency preparedness and management, employee engagement, and Lean Six Sigma; he also teaches and lectures at the university level, both graduate and undergraduate courses. Bill has authored multiple articles and white papers on continuous improvement for high performance, the power of positive leadership, and the benefits of engaging employees. Bill’s background has been described as being in the top five percent of the most diverse and comprehensive in terms of depth and breadth of experience.
